Yes, I've noticed the same thing. I read in wikipedia that Stuart Craig made the monument using the original one to prove that Voldemort's political system reminds of Stalin's totalitarity.

Oh, I love this; that statue is so interesting in the books, and very ominous about the entrenched attitudes in the wizarding world, even without Voldemort. Very cool representation, love the color scheme especially, and how the white seems to be radiating from the tip of the witch's wand.
